What is proposed?

A Local Structure Plan has been submitted for Lots 23, 24 & 25 Stirling Cresent, Hazelmere which proposes to designate the land as:

  • Light Industrial; and
  • Resource Enhancement Wetland

It also establishes:

  • A wetland buffer,
  • A foreshore boundary,
  • A 10m foreshore buffer,
  • An Aboriginal Heritage Exclusion zone
  • An access easement between lots 23 and 24, and
  • Depiction of the Western Power boundary

It is proposed that the initial future development will retain existing access, and each property will develop individually.

The Structure Plan requires all future development to be restricted to “Dry Industry” (as defined in the City’s Local Planning Scheme No.17), until such time as the land is connected to a reticulated sewerage service.

No subdivision is proposed as part of this Structure Plan. Subdivision of land can be contemplated in the future, pursuant to the Planning and Development Act 2005 and assessed on its merits.

Summary of the various advertised documents:

Part One and the Structure Plan Map:

These set out the requirements that will be applied when assessing subdivision and development applications. The Structure Plan Map shows the proposed zones as well as the general layout of the key roads and environmental protection provisions.

Part Two and the Technical Appendices:

These set out the background, design methodology, how it addresses the regulatory framework and provides the detailed investigations into water, interface, bushfire risk, the environment, servicing and access that inform its design. The Technical Reports are appendices to the application and are intended to verify the land’s suitability for development and make recommendations to inform the Structure Plan as well as future planning stages.

The advertising of the proposdal does not indicate any formal support by the City of Swan or the Western Australian Planning Commission.

Note 2:

Comments received can be made available to the Applicant for perusal with a view to resolving concerns raised prior to consideration by Council.

Note 3:

Comments received will be forwarded to the Western Australian Planning Commission for consideration after the Council decision as part of the ordinary assessment process for Structure Plans. This is because the Western Australian Planning Commission is the ultimate authority responsible for making decisions on Structure Plans

Note 4:

Public comments received will be reported on in public documents in general terms only (name and proximity to the proposal – i.e. within 100m, 101-300m, 301-500m, 501m/unknown).
