Waste Services Review Consultation

The City of Swan is reviewed how residential waste is collected to ensure our services are practical, sustainable and supported by the community. This included looking at our current FOGO (Food Organics and Garden Organics) system and exploring future options for how we manage waste across the City.

Outcome of consultation

The City of Swan remains committed to continuing the introduction of a third bin into our waste services, and will restart rolling out a FOGO (Food Organics, Garden Organics) service in the coming months, but with further changes to the program to respond to community feedback provided during recent consultation.

At the August 13, 2025, Ordinary Council Meeting, Council voted to offer residents greater choice in bin sizes and arrangements to best suit their household needs. This more flexible offer aims to overcome some of the capacity challenges that residents advised were a concern. The changes will also help residents with smaller properties manage the storage of their bins.

We are currently liaising with the relevant government authorities to finalise an operational plan and will provide further details once this process is complete.

Why did we review the service?

In mid-2024, the City began rolling out a third bin for FOGO to reduce landfill and increase organic waste recovery. Over 18,800 households received the service.

After hearing community feedback about issues such as bin sizes and collection frequency, the City paused the rollout in early 2025 and Council committed to a thorough review. You can view this motion from the April 2025 OCM here.

No final decision has been made, we want to hear from you first.

2024 / 2025 rollout areas

This map shows the combined Stage 1 - 3 rollout area for FOGO (orange) and also the intended Stage 4 rollout area (blue).

Stage 4 rollout was scheduled for implementation between April1, 2025 and June 24, 2025.

It is intended that, once the decision of the 3-bin service option is determined by Council, the Stage 4 rollout area will be the first to receive the selected waste service.
