The City has received an application to renew the development approval and extractive industry license for the existing clay quarry located at lot 23 Apple Street & lot 51 Almeria Parade, Upper Swan. The site has been operating as an extractive industry for 20 years.
Approval would allow for the continuation of clay extraction works on the site until 2035, a further ten (10) year period.
Combined lot 23 Apple Street & lot 51 Almeria Parade encompasses an area of approximately 13.17 hectares and the clay quarry is located in the East portion of the lots. The property is zoned ‘General Rural’ in accordance with the City’s Local Planning Scheme No.17. The land use is considered ‘Industry-Extractive’ which is an ‘D’
(discretionary) use within the ‘General Rural’ zone. A ‘D’ use means that the use is not permitted unless the local government has exercised its discretion by granting planning approval.
The details of the proposal are as follows:
- The current excavation area spans across both lots and equates to 2.7 hectares and is located on the East side of the lots;
- Up to 14,000 tonnes of materials are anticipated to be extracted per year;
- Hours of operation, will be 7.00 am to 5.30 pm Monday to Friday. No operation will occur on Saturdays, Sundays or Public Holidays;
- Site access is located at Apple Street at the south-eastern corner of Lot 23.
- Progressive rehabilitation of the site will occur as the resource is removed;
- Excavation will only take place over two (2) one-week campaigns per year between December and March inclusive, which can be consecutive;
- It is estimated that there will be approximately 40 to 50 truck movements per day during carting campaigns.
