Resolve Group Pty Ltd, acting on behalf of La Salle College, has lodged an applicationfor the approval of a new boarding house facility at 5 La Salle Avenue, Middle Swan.
The proposed development is intended to provide on-site accommodation for students enrolled at La Salle College, an educational establishment of longstanding within the City. This letter and subsequent DA Report, seek to address the specifics of the proposal and demonstrate its alignment with the City of Swan's Local Planning Scheme No. 17 (LPS17) and the objectives of the Private Clubs & Institutions zone.
Within this zone the use ‘Education Establishment’ is considered an ‘A’ – advertised land use meaning that the use is not permitted unless the decision maker has advertised the application and exercised their discretion by granting planning approval.
The applicant suggests that the proposed boarding house development is consistent withthe objectives of the Clubs & Institutions zone in the following ways:
- Support of Educational Facilities
The boarding house will directly support the primary function of La Salle College by providing on-site accommodation for its students relocating from remote areas of the country. This will enhance the operational capacity of the school, particularly for students who require boarding facilities due to distance or specific educational needs. This is consistent with the zone’s objective to facilitate the development of educational facilities that benefit the community
- Incidental and Ancillary Use
The boarding house is incidental to the existing use of the site as an educational establishment. The accommodation provided will be used exclusively by students attending La Salle College, thereby linking the development directly to the institution’s educational purpose. The boarding house is not a standalone facility, rather a complementary development that supports the school's function, making it an ancillary use consistent with the zoning objectives.
- Maintenance of Amenity and Character
The boarding house is designed to integrate seamlessly with the existing school facilities, ensuring the development respects the context, amenity, scale, and character of the surrounding area. The proposed building will be situated within the school grounds, with a design that aligns with the institutional nature of the site, ensuring no adverse impact on neighbouring properties or land uses. The design of the facility has been meticulously worked-through by the project architects MunnsSlyMoore Architects, and has been complemented by a number of supportiveDesign Review Panel discussions.
