The City has received an application to continue the existing extractive industry (Sand Quary) located at lot 5892 Maralla Road, Bullsbrook. Approval would allow for the continuation of sand extraction works on the site until 2035, a further ten (10) year period.


The City of Swan previously sought comment from affected residents between the 14 February 2025 and 28 February 2025 regarding a separate application seeking to renew the term of approval for the sand quarry located at lot 5892 Maralla Road, Bullsbrook which is yet to be determined.


The City have now received a separate, concurrent Development Assessment Panel application also seeking to renew the extractive industry at Lot 5892 Maralla Road for a period of Ten (10) years. There are no differences in how the quarry will operate (i.e. hours and days of operation) between the two applications. The only difference is that the City is not the decision-maker for this application and the application will be determined by the Metro Outer – Development Assessment Panel (DAP) due to the value of the proposed works.


The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.


Lot 5892 Maralla Road encompasses an area of approximately 163 hectares. Extraction will move progressively from the East of the site to the West. The property is zoned ‘General Rural’ in accordance with the City’s Local Planning Scheme No.17. The land use is considered ‘Industry-Extractive’ which is an ‘D’ (discretionary) use within the ‘General Rural’ zone. A ‘D’ use means that the use is not permitted unless the local government has exercised its discretion by granting planning approval.


The details of the proposal are as follows:

  • Continuation of the existing clay quarry at Lot 5892 Maralla Road which has operated since 2011. The application is proposing no changes to how the quarry will operate from what has been approved previously.
  • Excavation will progress in a series of stages across the site, commencing at the eastern end and progressing in a westerly direction.
  • Up to 500,000 tonnes of materials are anticipated to be extracted per year.
  • Hours of operation, will be 7.00 am to 5.00 pm Monday to Saturday.
  • Trucks travelling to and from Lot 5892 use Halden Road and Warbrook Road up to the intersection with Raphael Road. Trucks then use Raphael Road to travel northwards and access the broader road network.
  • The quarry is expected to generate, at the most, approximately 16 trips per hour (split 50/50 in each direction) and about 1 50 trips per day (split 50/50).
