The City has received an application to use Lot 1101 Stirling Crescent, Hazelmere for the purposes of ‘Storage’ and a ‘Transport Depot’. The details of the proposal are as follows:

  • Earthworking of the site to reduce the gradient of the slope, with a maximum fill height of 0.75m but typically ranging from 0.25m-0.5m;
  • Construction of two driveways from Stirling Crescent;
  • Construction of two drainage basins, one on the west side in the centre of the lot and one in the northeastern (lowest) corner of the lot, with depths ranging from 1m-2m below FFL;
  • Retention and protection of the transmission tower; and
  • Construction of 1.8m chain link fencing around the site boundaries.

The subject site is zoned 'General Industrial' under the City’s Local Planning Scheme No.17 with a Scheme notation ‘RU13’. In accordance with ‘Schedule 3 – Restricted Uses’ of LPS 17, the relevant condition of the Restricted Use notation is as follows:

  1. Land use and development is restricted to ‘Dry Industry’ activities unless the site and development is connected to reticulated sewer.

A ‘Storage’ and ‘Transport Depot’ uses are both considered to be ‘Dry Industry’ and therefore it does not require connection to reticulated sewer.

In accordance with the City’s Local Planning Scheme No.17, both ‘Storage’ and a ‘Transport Depot’ uses an considered a ‘P’ use within the ‘General Industrial Zone’ which means the uses are permitted provided the use complies with the relevant development standards and the requirements of the Scheme.

Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer – Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.
