The City has received an application to use Lot 38 Stirling Crescent, Hazelmere for the purposes of ‘Storage and a ‘Transport Depot’. The details of the proposal are as follows:
The proposed development comprises the hardstanding of the majority of the lot, with the exception of some of the vegetation along Stirling Crescent and the drainage and power line easements at the southern and west sides of Lot 38. The hardstand is intended to be used to store goods and vehicles.
The works proposed to be undertaken as part of this proposal are listed below:
- Earthworking to reduce the gradients of the slopes, with a maximum fill height of 0.75m but typically ranging from 0.25m-0.5m;
- Construction of two driveways from Stirling Crescent;
- Construction of two drainage basins, one on the west side in the centre and one in the north-western (lowest) corner, with depths ranging from 1m-2m below FFL;
- Retention and protection of the transmission tower;
- Construction of 1.8m chain link fencing around the site boundaries; and
- Partial relocation of the drainage swale adjacent to the alignment of the 132kV power easement near the southern and western site boundaries, and connection of the drainage swale to the basin in the north-western corner.
The subject site is zoned ‘Special Use Zone No.25’ under the City’s Local Planning Scheme No.17. In accordance with Schedule 4 of LPS17, the conditions of Special Use Zone No.25 are as follows:
- Subdivision and development shall be in accordance with a Structure Plan prepared and approved in accordance with the provisions of Part 4 of the deemed provisions.
- Unless development on the site is connected to reticulated sewer –
a. Development is restricted to ‘dry industry’ whereby any development application must demonstrate that the quality and volume of effluent to be disposed of onsite can be successfully disposed of, without adverse environmental or health effects, using effluent disposal systems; and
b. Development shall be restricted to the type which is predicted to generate, and/or generate waste water intended for disposal on site at a daily volume not exceeding 540 litres per 2,000m2 of site area.
3. A Wastewater Management Plan shall be submitted with each development application to demonstrate that Condition 1 can be achieved to the satisfaction of local government.
Lot 38 Stirling Crescent is not subject to a structure plan. In accordance with SUZ 25, the use classes deemed appropriate for this land are those listed in the zoning table against ‘Light Industrial’ Zone and cross referenced with symbols of ‘P’ ‘D’ and ‘A’. Therein, pursuant to the City’s Local Planning Scheme No.17, a transport depot is considered an ‘X’ use within the ‘Light Industrial Zone’ which means the use is not permitted. ‘Storage’ is considered a ‘P’ use in the Light Industrial Zone which means the use is permitted provided it complies with the relevant development standards.
Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.
