The City of Swan has been investigating the supply of an aged care facility in Paradise Quays for several years, after identifying the site as suitable for an aged care development.
The project is designed to provide an additional aged care service for Ballajura, which faces an increasingly serious shortage of aged care facilities – an issue shared with the wider Perth metropolitan area.
The proposed development will help ensure quality aged care across our diverse population of over 170,000.
The proposal to develop the Paradise Quays site as a residential aged care facility follows an expression of interest (EOI) process and a decision of Council.
At its Ordinary Council Meeting on November 13, 2024, Council considered submissions made through this EOI process and agreed on a preferred buyer, who was given 30 days to complete a due diligence process and submit a concept plan for the site. The preferred buyer has met all deadlines.
The City sought public comment on the proposed concept plan. The public comment period commenced on Friday, March 7 2025 andclosed on Monday, March 24 2025.
Community engagement updates
After listening to community feedback on the first masterplan, Council initiated a Scheme Amendment to the current zoning, which defined clear built form requirements to guide future development. This includes minimum setbacks and building heights. Read the full scheme amendment.

Increased buffer zone to Emu Swamp
After listening to community feedback, the Council also resolved to create an 80 metre Emu Swamp buffer area as a separate lot to ensure the swamp area is protected and retained through land management planning.
There was also the opportunity to view the concept plan in person, hosted by Fairway Villages. Two drop in sessins were held on Friday 21, March and Saturday 22, March, from 9.30am - 11.00am. The City of Swan has an important role in facilitating the development of aged care facilities in our community to meet the increasing demand.
More than 20 per cent of the City's population is over the age of 55. By 2036, the region will need 918 extra aged care beds and 1,300 more retirement village units.
Projections show that Ballajura will see a population increase of 1,822 for residents aged 55 and over, and 737 additional residents aged 70 and over in the period 2011 – 2026.
This project will provide an invaluable aged care service for our community.
The site is intended to be sold for a residential aged care facility following an expression of interest process and careful review by Council. The development will be different to the previous master plans as it will be to the operator's requirements.

Due diligence has been successfully completed by the preferred buyer, who has also signed a Sale and Development Agreement and provided the Concept Plan, which includes a landscape plan and proposed residential accommodation floor plans.
Public advertising commenced on Friday, March 7 2025 and will close on Monday, March 24 2025. Community members can have their say on the proposed concept plan.
Council will consider the comments and decide whether to proceed to sale.
