You are invited to inspect and make comment on the Proposed Payment in Lieu of Parking Plan for Guildford before Council considers it further.

Note the deadline for submissions was extended by 2 weeks to provide more opportunity to comment. If you have any comment, complete the online feedback survey no later than 5pm, Wednesday 9 April 2025.

The proposed Payment in Lieu of Parking Plan is a mechanism to allow Council, if it considers it necessary, to require developers, expected to be principally of commercial development in Guildford, to make a cash payment to Council instead of providing parking bays for their development on their land. Where a cash-in-lieu of parking payment is required by Council the proposed Payment in Lieu of Parking Plan commits Council to utilising the money for the improvement of parking and access within Guildford for any of the purposes set out in the plan and includes using money received to:

  • Provide additional public parking bays (on roads) and signage
  • Upgrading footpaths and cycle ways
  • Providing parking ticket machines
  • Providing additional lighting to public areas
  • Providing enhancements to streets including street trees and street furniture.

The proposed Payment in Lieu of Parking Plan does not pertain to existing residential development.

The City is seeking to understand whether Guildford residents:

  1. Support the notion of Council having capacity to require cash-in-lieu of provision of parking bays onsite for new development?
  2. Support the use of any such cash-in-lieu money being expended on the types of improvements to parking and access in Guildford generally as itemised above?
