Name | Amendment No.231 to City of Swan Local Planning Scheme No.17 |
Motivation (directed by state government) | The purpose of this proposal is to implement the State Government’s reforms for short-term rental accommodation (STRA) into our scheme. These changes are required by the State Government to have a consistent approach to describing and regulating STRA developments. The Minister for Planning has directed all local governments to update their schemes to align with these STRA reforms and Amendment No.231 is fulfilling this obligation. |
What is changing? | In summary, it proposes to amend the scheme text by introducing the state’s short-term rental accommodation (STRA) land use classes and terms of:
and establish where they are allowed, or not, using the state reforms, the Minister’s direction and/or equivalent land use classes for guidance. It also seeks to delete or amend existing land use classes to align with the state’s STRA reforms. See the execution pages for the specifics and details.

Advice 1 - What is short-term rental accommodation (STRA)? | Short-term rental accommodation (STRA) refers to the practice of renting out a dwelling (or dwellings) for a relatively short period of time, usually on a nightly or weekly basis. This type of accommodation is normally booked through online platforms and is popular among travellers and visitors seeking temporary lodging for holidays, business trips or other short stays. See Section 2 of the proposal document for more details with Section 3 elaborating on the differences between hosted and unhosted STRA.
