Ellenbrook Local Area Plan annual update
The new Ninja Warrior course at Holdsworth Park is now open to the public (September 2025).
Funded through the Aveley Community Reserve budget, the project was selected as a key priority by residents during community consultations .
The playspace provides a more challenging course designed for children aged 8–14 years. Ellenbrook Youth Centre runs drop in sessions for 12-18 year olds four afternoons a week and drop in sessions for 18-25 year olds four days a week.
The centre also delivers a range of strucutred programs and school holiday activities.
The City is progressing its draft Tree Protection and Management Local Planning Policy which aims to clarify which trees should be protected by defining what counts as a protected tree and requiring developers to submit management plans for these trees at all stages of planning and development.
Public consultation was held from June to July in 2025 with a Council decision expected to be made in November 2025.
The City’s Community Safety Plan 2024–2028, adopted by Council in June 2024, outlines a coordinated approach to creating a safer, more connected and resilient community.
The plan focuses on prevention, preparedness and collaboration, working closely with residents, businesses, community groups and key agencies to address local safety issues.
Through initiatives such as crime prevention, emergency management, community education and safer public spaces, the plan provides a framework to reduce risks, support vulnerable groups and enhance overall wellbeing across the City.
The City promoted business investment in Ellenbrook through it’s recently completed investment sheets.
These were updated and re-launched in 2024/25 and included deployment on a new City investment website. The City also delivered it’s first Jobs Expo in Ellenbrook in 2025 assisting jobseekers and employers.
Swan Valley Local Area Plan annual update 2025
The City continues to advocate the State Government for increased compliance regarding signage and amenity for land within the Swan Valley Planning Scheme area.
Strategic Planning prepared a Council report in response to the WAPC’s Draft Swan Valley Planning Strategy.
The report recommended the 10–15 year strategy be supported by robust technical analysis and closely integrated with the City’s planning for surrounding areas.
The City is now awaiting the WAPC’s decision on the draft strategy.
In the 2024/25 financial year, the City rehabilitated the West Swan Road/Gnangara Road roundabout to address pavement issues like cracking, rutting, shoving, and delamination.
The shared path on the south-west corner of the intersection was also reconstructed and a section of the shared path along West Swan Road, north of the West Swan Road/Benara Road roundabout was rehabilitated.
These works help maintain the condition of the road and path network, supporting safe and efficient travel for the community.
The City has worked with Main Roads WA to amend the speed zoning on Campersic Road and Oakover Road to 70km/h to ensure consistency across the local area and to ensure a safe environment for all road users.
These amendments were implemented by Main Roads WA in July 2025.
In the 2024/25 financial year, the City undertook several fire prevention works to support the City’s and local fire brigades’ response in the event of a fire.
This included the construction of a 400m, 3m-wide firebreak at Wandoo Heights Reserve, the full replacement of the fire tank at Askrigg Road in Gidgegannup, and the installation of three new fire water tanks at Farm Trail, Reserve Road, and Copley–Dale Road in Gidgegannup.
The three new tanks were donated by the local community, with the City arranging their installation, including site preparation and sand pads.
Whiteman Local Area Plan annual update 2025
The City and the Department of Education worked together to design and construct a shared Neighbourhood Park and oval, that will be used in conjunction with the newly built Maakarol Primary School, completed in 2025.
Tender for construction of the pavilion is underway, submissions are under assessment with a projected site start of January 2026.
In 2025, the City provided online workshops for small business owners wanting to start or support existing business’s growth with focus sessions such as ‘How to write a business plan’, ‘Xero for beginners’ and ‘social media for beginners using Meta’.

In 2024, the City completed a new children’s crossing on Lakefield Drive, adjacent to Brabham Primary School. The crossing improves safety for students and allows WA Police to appoint a traffic warden at the site.
A Swan Multicultural Leaders Forum was held on June 26, 2025 attended by 76 community leaders.
The City supported the Perth Arabeen Walk on August 10 and the Ballajurra Community Fair is planned for October 19, 2025.
