The Malaga Local Area Plan (LAP) was formally adopted by Council at the Ordinary Council Meeting on 9 July 2025.

This new plan outlines the communities vision and priorities for Malaga over the next five years, helping guide improvements across infrastructure, environment, business, and connectivity.

The development of the Malaga LAP was shaped by valuable input from local businesses, workers, and the wider community.

Community consultation was held from 3 February to 16 March 2025 and included:

  • Drop-in sessions and pop-up engagement events
  • A targeted social media campaign
  • Online survey via Swan Engage
This process attracted:
  • 436 survey responses
  • 177 individual written comments

Thank you to everyone who contributed ideas and feedback. Your insights have directly informed the priorities in this plan.


Community Priorities

  • Parking

    Increase available parking, and improve management of on-street and off-street parking areas.

  • Road quality and traffic

    Improving road conditions through increased monitoring and ensuring road suitability to accommodate various transport needs.

  • Supporting future business growth

    Increase support for businesses by encouraging services for workers and surrounding residents (e.g. lunch bar, retail, restaurants, etc.)

  • Natural environment

    Increase tree canopy cover and enhance the protection of natural environment assets.

  • Connectivity

    Improving connectivity via public transport, and the cycle and pedestrian networks.
