The most recent version of the Ballajura Local Area Plan was adopted in March 2020 and is planned to be reviewed in 2026.

The plan highlights the priorities of the community identified during the consultation period. It also creates a roadmap for the City to plan for and deliver outcomes that meet the aspirations and needs of the community.

Area wide updates 2025

Priority 2

  • The City of Swan is always trying to improve services for young people through the Youth Outreach Project. This outreach team improves connection and sense of belonging amongst young people, including information sessions like the Youth Summit and the Sexual Health Quarters Share Forum.
  • Footpath upgrades were completed at nine different locations across Ballajura after receiving community feedback and City inspections. These improvements will make Ballajura footpaths more accessible, with pedestrian crossing widening and pram ramp construction.
  • More street trees were planted on Hepburn Avenue, Kingfisher Avenue and Cassowary Drive to provide shade, cleaner air, and enhance the beauty of Ballajura.

Priority 4

The City has collaborated with young people aged 12 – 25 years through a range of events and activities alongside KFA Whitelion, an organisation that aims to improve the lives of younger members of the community:

  • In July 2024, a young women’s self-defence class was run to make them feel safer Various locations, Ballajura.
  • The City runs multiple workshops and activities at Ballajura Community College during recess and lunch to inform young people on a range of topics and issues, promote upcoming events and activities such as ArtJam, the Ballajura Youth Leadership Committee, and school holiday programs.
  • The Ballajura Youth Summit held at the KFA Ballajura Youth Centre in August 2024 allowed 50 young people to voice their concerns and have a yarn with each other and the City’s Ballajura Youth Committee, special guests, Council Member Haeden Miles and Mayor Tanya Richardson.
  • Youth Art Club workshops for young people are run Thursday afternoons by Art Jam at the Ballajura Library and are free. This is a wonderful space for people of all artistic abilities and a place to hang out with other young people and artists.

The City of Swan frequently attends local events to inform the public of various services that can assist them in terms of wellbeing and networking opportunities. In 2024, this has included the R U OK Day school event in September, as well as the October Ballajura Community Fair and the Midland March that Matters in December.

Priority 1:

  • A survey was undertaken in March 2022 to gauge community preference on a range of playspace related items to inform the development of the Play Space Strategy.
  • The $2 million Swan Active Ballajura project was completed in September 2021.
  • The City has prepared a series of concept designs for a proposed Intergenerational Playspace in Ballajura.

Priority 2:

  • The City is working with METRONET to ensure suitable pedestrian and cycling infrastructure connect local communities to station precincts.
  • A $1.9 million roundabout has been constructed at Bellefin Drive and Hepburn Avenue in July 2021.

Priority 3:

  • The City has a tree planting program, where Swan residents can request a free street tree for their verge.
  • 3 new trees will be planted at the new Hepburn Ave and Bellefin Dr intersection.
  • The City will undertake a night audit of the street lighting in Ballajura and the results will be passed onto Western Power for action.

Priority 4:

  • The newly renovated Ballajura Library and social spaces run events and programs for a variety of groups of people to meet socially.
  • The City’s Youth Development team support young people in Ballajura through passive outreach and engagement, and delivery of programs like Virtual Reality.
  • The City supported a number of community events, including the Ballajura by Twilight event with a community grant.
  • Council have initiated a Scheme Amendment to the current zoning for Paradise Quays masterplan area.

Priority 1:

  • The City’s plans for a new all ages and abilities playspace in Ballajura is underway with Lotterywest committing $2 million to the project. Works are expected to start in February 2024, with completion in 2025.
  • Following the $2 million Swan Active Ballajura project completed in 2021, the centre has had 478 membership sign ups and 217,017 atteendees overall in 22/33.
  • The City held consultation in June 2023 seeking community’s thoughts on a BMX Pump Track at Kingfisher Oval. After receiving feedback, Council have approved the project’s go ahead with an expected completion by the end of the 23/24 financial year.

Priority 2:

  • Metronet is building a new footbridge across Tonkin Highway to provide Ballajura residents with cycling and pedestrian access to Malaga Station and Whiteman Park. The City is working with Metronet to maximise the community benefit of this state project.
  • The City is planning a $2 million upgrade to the intersection at Hepburn Avenue and Marangaroo Drive to improve traffic congestion, reduce delays and improve overall safety. The City is seeking funding from Metropolitan Regional Road Group to upgrade the intersection to a roundabout in 2024.

Priority 3:

  • The City has a tree planting program where residents can request a free street tree for their verge. In 2022/2023, 37 new trees and 44 replacement trees were planted.
  • The City planted 839 new trees on Hepburn Avenue, and 60 new trees across Bayview, Hamelin, Jacana, Kakadu, Lassen, Lemongrass and Meadowview Parks in 2022/23.

Priority 4:

  • The Ballajura Library continues to provide a variety of community social spaces, events and programs for groups of people to meet socially.
  • The Ballajura Youth centre provides access to professional youth workers, recreation services, meals and refreshments three days a week for secondary students.
