The Heritage Local Planning Policy outlines the City’s approach to local heritage. The new policy will guide the forthcoming review of the Local Heritage Survey, which is scheduled to commence in early to mid-2023. The policy outlines the City’s requirements, incentives and instruments applicable to heritage places all in one place to provide certainty and awareness to the public and the City’s stakeholders.

The City is committed to preserving and protecting heritage in our region through a robust and future-proof heritage policy.

The objectives of the draft Heritage Local Planning Policy are to:

  • Encourage the appropriate conservation, restoration and adaptation of heritage places and recognise their contribution to the City's character.
  • Clarify the role and distinction between the heritage list and local heritage survey.
  • Achieve transparency and consistency in the designation of places on the heritage list and local heritage survey.
  • Provide clear guidance on how objections to a proposed inclusion on the heritage list and local heritage survey will be assessed.
  • Ensure that the heritage list and local heritage survey are maintained in a manner and form that is consistent with the local planning scheme.
  • Provide clear guidance on the criteria for including and excluding a place from the heritage list and local heritage survey.
  • Provide clear guidance on the implications of inclusion on the heritage list and local heritage survey for development.

This is also an opportunity for the City to examine where we could include Aboriginal heritage in our local heritage survey for places of significance recognised under both the Heritage Act 2018 and the Aboriginal Cultural Heritage Act 2021.
