The plan highlights the priorities of the community identified during the consultation period. It also creates a roadmap for the City to plan for and deliver outcomes that meet the aspirations and needs of the community

Community priorities updates will be provided yearly until 2028 when a new Ellenbrook Local Area Plan will be created and will identify new community priorities after community consultation.

  • Priority 1 Update

    The City provides staff to run the Youth Leadership Committee which delivers activities and events such as R U OK? Day and Halloween events with a minimum of 10 regular participants.

    The City undertook several park upgrades (shade sail installations, BBQ replacement, lighting, etc.) and playground equipment replacement.

  • Priority 2 Update

    On July 10, 2024, Council resolved to approve the Tree Protection and Management Policy for advertising. The policy aims to encourage and facilitate the retention and maintenance of the urban tree canopy cover. The policy is planned to be advertised in late 2024.

    City of Swan residents and businesses have access to a diverse range of services aimed at promoting responsible waste management, recycling, and fostering sustainable practices within our community such as clothes swap events, waste education games and hire of reusable party kits.

    In 2023/24, the City gave away nearly 7,000 plants and trees across the local area to be planted on residents’ property. Residents can also collect up to half a cubic metre of free mulch from the Bullsbrook Recycling Centre.

    The City supports 11 Friends of Groups and volunteers have completed over 1,500 hours of environmental restoration activities (weeding, litter removal and tree/wetland planting) within the Ellenbrook local area in 2023.

    To better manage and reduce waste production, the City is rolling out a three-bin kerbside collection system starting this year. Properties will soon have three bins: recycling, general waste and FOGO.

    The City now has 10 mobile CCTV units deployed throughout the City, including in the Ellenbrook Local Area Plan region’

    On June 12, 2024, Council resolved to adopt the City’s Community Safety Plan which identified six focus areas to guide City actions, develop partnerships and advocate for funding. City officers and Council Members also meet regularly with local WA Police Officers in Charge, where key local priority crime prevention matters are discussed for collaborative action.

    The City of Swan has joined the Small Business Friendly Local Governments (SBFLG) initiative, to support local businesses by providing helpful welcome packs for new businesses, offering a range of professional development opportunities and sponsoring a business awards program that recognises and encourages success.

    In 2023, the City delivered a business mentoring and thrive online program to increase business attraction, which was attended by 23 people. The City also distributed 16 free Digital Solution consultation vouchers.

    In 2023, 1,460 new businesses (sole traders, companies and partnerships) were created in the local area, representing an increase of 61 per cent from 2022.
