Background
The draft Tree Protection and Management local planning policy (policy) aims to clarify which trees should be protected by defining what counts as a protected tree and requiring developers to submit management plans for these trees at all stages of planning and development.
The draft policy primarily targets large-scale greenfield development requiring Structure Plan or subdivision submissions to the Western Australian Planning Commission, where there are currently limited protections in place for existing significant trees. The draft policy will also apply to any development requiring development approval.
The City has identified strategies and resultant actions to enhance and protect its urban canopy through the City of Swan’s Urban Forest Plan (UFP) and was adopted by Council July 1, 2022. To meet action P1.1 of the UFP, a policy approach was presented at the Council Briefing June 21, 2023.
Council resolved to grant permission to advertise the draft policy at the July 10, 2024, Ordinary Meeting of Council with a condition that the City make a canopy height mapping layer via the City’s online mapping system (Intramaps) available to landowners and developers.
The data required for the mapping layer was sourced from Landgate’s Urban Eye project and shows areas of tree canopy measured at height of 4m or greater. The mapping was created by analysing high quality satellite imagery and is widely used across both local and state government.

This consultation will be open to the public for 28 days. The City understands that this proposed policy may impact developers and some residents who wish to develop in the future. This consultation aims to inform the community about the draft policy and provide the opportunity for the community to share their thoughts.
Key features of the draft Policy
The proposed draft policy aims to work with developers to identify and protect trees at the early stages in the planning and development process. A report by a qualified Arborist is required as part of any of the following applications.
- Structure Plans and Local Development Plans will need to submit a Local Tree Management Strategy
- Subdivision applications will need to submit a Tree Retention Plan
- Development applications will need to indicate protected trees in the site plans.
