The City has received a development application for a proposed ‘Service Station’ and ‘Motor Vehcile Wash’ (Car Wash) at lot 5002 Squadron Boulevard, Bullsbrook. The details of the proposal are as follows:
- A ‘Service Station’ on the northern portion of the site comprising a 150m2 convenience store, 50m2 storage yard and 205m2 forecourt consisting of eight refuelling bays
- A ‘Car Wash’ on the southern portion of the development area consisting of a 80m2 service room, a manual dog wash area and three car wash bays amounting to an area of 105m2;
- The service station is proposed to operate 24/7 and will comprise 2-3 employees;
- The car wash is proposed to operate between 7am and 9pm and will comprise2-3 staff;
- 28 parking bays;
- Vehicle access is consolidated into three access points, specifically:
- One 11.8m wide and one 11.6m wide crossover onto the intenal road to the North of the development which connects to Wild Boulevard; and
- One 6.5m wide crossover onto the internal road to the West of the development which connects to Squadron Boulevard.
The property is zoned ‘Residential Development’ under the City’s Local Planning Scheme No.17, and ‘General Commercial’ in accordance with the Kingsford Town Centre Precinct Plan. A ‘Motor Vehicle Wash’ is a ‘P’, permissible land use within the ‘General Commercial’ zone. A ‘P’ use means that the use is permitted provided the use complies with the relevant development standards and the requirements of the Scheme.
A ’Service Station’ is an ‘A’ use within the ‘General Commercial’ zone. ‘A’ means that the use is not permitted unless the local government has exercised its discretion by granting planning approval after giving special notice in accordance with Clause 9.4 of the City of Swan Local Planning Scheme No. 17.
Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer – Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.
