The City has received an application to renew the development approval and extractive industry license for the existing clay quarry located at lot 2 Apple Street, Upper Swan.
Approval would allow for the continuation of clay extraction works on the site until 2035, a further ten (10) year period.
Lot 2 Apple Street encompasses an area of approximately 6.42 hectares. The operational area (including excavation and stockpiling area) is approximately 4.18 hectares. Extraction will more progressively from the West of the site to the East. The property is zoned ‘General Rural’ in accordance with the City’s Local Planning Scheme No.17. The land use is considered ‘Industry-Extractive’ which is an ‘D’ (discretionary) use within the ‘General Rural’ zone. A ‘D’ use means that the use is not permitted unless the local government has exercised its discretion by granting planning approval.
The details of the proposal are as follows:
- The operational area (including excavation and stockpiling area) is approximately 4.18 hectares
- Excavation will progress in a series of three stages across the site, commencing at the western end and progressing in an easterly direction
- Up to 12,000 tonnes of materials are anticipated to be extracted per year
- Hours of operation, will be 7.00 am to 5.30 pm Monday to Friday. No operation will occur on Sundays or Public Holidays
- Access to the site will be from Apple Street, with Great Northern Highway located approximately 400m to the east of the site. Cartage out of the site travels eastwards along Apple Street to Great Northern Highway, away from residential areas
- Progressive rehabilitation of the site will occur as the resource is removed
- Excavation will only take place over two (2) one-week campaigns per year during the summer months, which can be consecutive. For the remainder of the year, the site is dormant
- It is estimated that there will be approximately 40 to 50 truck movements per day during carting campaigns.
