The City has received an application for a Childcare Premises at Lot 380 (No.483) Beechboro Road North, Beechboro.

This lot is zoned ‘Urban’ under the Metropolitan Region Scheme and ‘Residential’ with a dual density code of R20/50 under the City’s Local Planning Scheme No.17

A ‘Childcare Premises’ is a ‘D’ – Discretionary use within a residential zone, meaning that this use is not permitted unless the local government has exercised its discretion by granting planning approval.

The key details of the proposed works include the following:

  • Construction of a new single storey building comprising a total floor area of 540.37m2
  • Construction of eighteen (18) on-site car parking bays, representing a shortfall of 9 parking bays against the City’s ‘Vehicle Parking Standards’ policy.
  • The operating hours for the Childcare Premises will be Monday to Friday 6.30am to 6:30pm (the outdoor play area will not be used before 7am).
  • The Childcare Premises will be serviced by sixteen (16) staff members with themaximum number of children at any one given time being eighty-four (84). This figure consists of the following breakdown for the various age groups:

a. 0 to 2 years – 12 children

b. 2 to 3 years – 32 children

c. 3 to 5 years – 40 children


Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer – Development Assessment Panel (MODAP) as elected by the Applicant. Prior to the City providing its recommendation to the Metro Outer Development Assessment Panel for determination, we would like to invite you to comment on this proposal. The City’s role is to provide a recommendation to the MODAP through a Responsible Authority Report. Your comments will be included within the Responsible Authority Report to ensure that the community’s views have the opportunity to form part of the MODAP’s consideration of the proposal.

The City will notify all submitters in writing of the Metro Outer- Development Assessment Panel meeting once the meeting date has been listed by the Development Assessment Panel Secretariat.
