The City has received a development application for a double-storey house at 43 Hagart Way, Lockridge. The lot is zoned Residential R20/50 and has a site area of 692m2.

Through an assessment of the application, variations against the Residential Design Codes, Volume 1 Part B were identified in relation to deemed-to-comply provisions for 5.3.7 Site Works. The variations are detailed below:

5.3.7 Site Works

  • A retaining wall with a height of 0.56 metres, located 4.5 metres from the primary street boundary (within the front setback area) is proposed in variation to the deemed-to-comply provision C7.1.
  • The retaining wall mentioned above is to be located on the western boundary of the lot with the height in variation to the deemed-to-comply provision C7.2.

The City is conducting an alternative merit-based assessment against the design principles due to the above variations and seeks feedback in relation to the proposed variations from affected landowners.

The assessment is against the following design principles:

P7.1 Development that considers and responds to the natural features of the site and requires minimal excavation/fill.

P7.2 Where excavation/fill is necessary, all finished levels respecting the natural ground level at the lot boundary of the site and as viewed from the street.

P7.3 Retaining walls that result in land which can be effectively used for the benefit of residents and do not detrimentally affect adjoining properties and are designed, engineered and landscaped having due regard to clause 5.4.1.
