The City has received an application to change the use of the existing ‘Park Home Park’ at Lots 158 (No.25), 157 (No.31) & 156 (No.41) Andrea Drive Henley Brook to an ‘Independent Living Complex’. In accordance with WAPC Position Statement ‘Residential accommodation for ageing persons’, an ‘Independent living complex’ is defined as:
‘A development with self-contained, independent dwellings for aged or dependent persons together with communal amenities and facilities for residents and staff that are incidental and ancillary to the provision of such accommodation, but does not include a development which includes these features as a component of a residential aged care facility.’
The proposal represents a use of the land which is ‘not listed’ as either permissible, or not permissible under the City of Swan Local Planning Scheme.
On 30 August 2021, the City issued development approval for a ‘Park Home Park’ at the above-mentioned addresses consisting of 174 ‘park homes’ and associated amenities. Stage One of the development has been completed and the site currently houses approximately 34 park homes.
This application seeks no changes to the approved number of dwellings or operating arrangements. The key difference between the two proposals is that the dwellings are no longer ‘transportable’ and will now be ‘fixed’ structures. Due to this change, the development no longer satisfies the definition of a ‘Park Home Park’ and this proposal is required to appropriately re-classify the land use typography.
The details of the proposal are as follows:
- 175 single Independent living homes, comprising 51 small homes (1 bedroom); 73 medium homes (2 bedroom); and 51 large homes (3 bedroom);
- 299 residential car parking bays (2 car parking bays for each larger dwelling with 2-3 bedrooms; and 1 car parking bay for each smaller dwelling, with 1 bedroom);
- A communal facilities building (clubhouse) containing amenities to be shared by residents, e.g. games room, gym, lounge, and dining facilities. These are located on the eastern side of the site, adjacent to Andrea Drive;
- A bowling green, pickleball courts and barbeque area are proposed to be constructed adjacent to the communal facilities building;
- A Wellness Retreat and other communal facilities;
- Internal communal landscaping areas;
- 32 caravan and boat parking bays located in the southwest corner of the site;
- 48 visitor parking bays (8 bays accessed from Andrea Drive, and 40 internal car bays);
- Internal movement within the development is proposed to be serviced via a network of 6-metre roads. Vehicular access is delivered from Andrea Drive along a vista of large mature trees retained on site, including the retention of the Habitat tree identified on the Local Structure Plan.
