The City has received the abovementioned Development Application for consideration. The development proposal is for a Childcare Premises and is summarised as follows:

  • A single storey building;
  • Catering for 103 children and 18 staff;
  • Operating hours for the childcare premises are proposed as Monday to Friday
  • 6.30am to 6.30pm (the outdoor play will not be used before 7am); and
  • 31 car parking bays.


In addition to the proposed development plans, the development application includes the following technical appendices and supplementary reports:

  • Planning Report;
  • Landscape Plans;
  • Environmental Acoustic Assessment;
  • Transport Impact Statement; and
  • Waste Management Plan.


The subject site is zoned ‘Residential Development’ under the City’s Local Planning Scheme No.17 (LPS17). The Henley Brook Structure Plan is applicable and designates the site as ‘Residential’ with a density of R40. A Childcare Premises is a ‘D’, discretionary land use within the Residential zone as per LPS17.


Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer –Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.
