The City has received a planning application seeking approval for the installation of Solar Panels on the roof of Lot 234 (No.19) Scott Street, Guildford.
The lot is not contributory to the heritage fabric of the Guildford Historic Township, however, does possess a listing on the Local Government Municipal Inventory as Item No.247 and has both historically and is presently used as a Single-Storey residential typology.
The lot is zoned ‘Urban’ under the Metropolitan Region Scheme and ‘Residential Development’ with an approved structure plan denoting an R20 density code. The land is also subject to an LDP of which pertinently requires that the subject lot have its front aspect facing Scott Street.
The Solar Panels are:
- Primarily facing the northern and western aspects of the site
- 1,762mm Length
- 1,134mm Width; and are
- Interspersed across the northern and western roof interface in accordance with the “Proposed Panel Layout” within the attached plans.
This proposal varies the ‘deemed-to-comply’ provisions within the Guildford-Mandoon Heritage Area Policy Part A by virtue of proposing Solar Panels in an area visible from the Howell Court streetscape whereby M8.11.1 states:
“Solar Panels and additions seeking to improve the sustainability of a place shall not be visible from the streetscape or impact upon significant views and vistas”.
The associated Performance Criteria are as follows:
C8.11.1.1 External fixtures, including satellite dishes, phone, TV and radio antennae, exhaust vents, air conditioning units, flag poles, windmills, solar panels and the like, are sited so that they are not visible from the public realm; and
C8.11.1.2 Sustainable design and addition of sustainable building services are encouraged where they will not impact upon the character of the individual place, the streetscape or significant views and vistas.
