The City has received a development application for assessment. The proposal is for 40 multiple dwellings and 2 commercial tenancies summarised below:

  • Two (2) buildings accommodating 40 apartments and two (2) commercial tenancies, as well as common property for vehicle and pedestrian access.
  • A mix of one-, two- and three-bedroom dwellings.
  • Building height of up to three (3) storeys is permitted under the applicable density coding for the site.
  • Access to residential and commercial parking has been provided internally via Fruin Loop, with parking areas obscured from external street views.


The subject site is zoned ‘Special Use Zone 4’ under the City’s Local Planning Scheme No. 17. The Ellenbrook Town Centre Structure Plan applies to the site and designates the land as ‘Mixed Use’ with a density coding of R80. A Multiple Dwelling is a ‘P’ (permitted) land use within the Mixed Use zone. The proposed commercial tenancies of ‘Shop’ and ‘Café’ are ‘D’ (discretionary) uses.


Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer –Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.


The City will notify all submitters in writing of the Metro Outer –Development Assessment Panel (DAP) meeting once the meeting date has been listed by the Development Assessment Panel Secretariat.
