The City has received a Development Assessment Panel Application for Grouped Dwellings (28) and a Mixed Commercial Development at Lot 9048 Waldeck Road, CAVERSHAM and is summarised as follows:

  • 5,830sqm residential component comprising 28 townhouses in a mix of one to four bedroom layouts; and
  • 4,787sqm commercial component contains floorspace for a gym, café, medical centre, pharmacy and a creche.


In addition to the proposed development plans, the development application includes the following technical appendices and supplementary reports:

  • Planning Report;
  • Landscape Plan;
  • Environmental Noise Assessment;
  • Traffic Impact Statement;
  • R-Code Assessment


The subject site is zoned ‘Urban’ under the Metropolitan Region Scheme (MRS) and ‘Residential Development’ under the City’s Local Planning Scheme No.17 (LPS17). The approved Caversham Structure Plan identifies the subject site as being suitable for ‘Residential’ uses at an R80 density.


The intent of the Caversham Structure Plan is to create a centrally located Shopping Centre site, which will provide a mixed-use hub. To this effect, the Structure Plan has granted the subject site an additional use notation to enable such commercial development.


Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer – Development Assessment Panel (DAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the DAP’s consideration of the proposal.
