The City has received a development application proposing a ‘Childcare Premises’ at Lot 49 (No.36) Great Northern Highway, Middle Swan.


This land is zoned ‘Urban’ under the Metropolitan Region Scheme (MRS) and ‘General Commercial’ under the City’s Local Planning Scheme No.17.


A Childcare Premises is considered a ‘P’ use within a ‘General Commercial’ zone, meaning that the use is permitted by the Scheme provided the use complies with the relevant development standards and the other requirements of the Scheme. The details of the proposal are as follows:


  • This facility will offer Childcare services for up to 78 children distributed across the following age groups:
    • 1-2 years: 14 children
    • 2-3 years: 32 children
    • 3+ years: 32 children

  • The Childcare Premises is proposed to operate between 7:00AM to 7:00PM Monday to Friday.
  • This proposal includes the provision of 23 on-site parking bays, inclusive of one (1) ACROD bay.
  • The Traffic Analysis estimates that the proposed development would generate 273 vehicular trips per regular weekday. This will comprise 69 trips during the AM peak hour and 55 trips during the PM peak hour.
  • The supplementary Environmental Noise report indicates that the proposed Childcare Premises achieves full compliance with the Environmental Protection (Noise) Regulations 1997.


The City wishes to invite you to comment on this proposal prior to the City determining this application.
