The City has received a planning application for to use Lot 24 (No.12) Stephen Street, Guildford as ‘Unhosted Short-Term Accommodation’.

The lot is zoned ‘Urban’ under the Metropolitan Region Scheme and ‘Residential’ with a density code of R5 under the City’s Local Planning Scheme No.17 (LPS17).

‘Unhosted Short-Term Accommodation’ is defined under the Planning and Development (Local Planning Schemes) Regulations 2015 as

“Short term rental accommodation that –

(a) Is not hosted short-term rental accommodation; and

(b) Accommodates a maximum of 12 people per night”

The key particulars of this proposal include the following:

  • No physical changes or additions to the existing dwelling are proposed. The use will operate wholly within the existing residential footprint.
  • This proposal is for a maximum six (6) guests, comprising four (4) adults and two (2) children.
  • No parties or gatherings are permitted, with no loud music, movies, noise etc to be heard outside the property between 9pm to 9am.

The proposed land use is designated as an ‘A’ use in the Residential zone which means that the use is not permitted unless the local government has exercised its discretion by granting planning approval only after advertising the proposal.

The applicant has prepared a planning report, as well as an operational management plan which includes a code of conduct and a complaints procedure, all of which are viewable from the City’s website.

The City wishes to invite you to comment on this proposal prior to the City determining the application.
