EIW Architects on behalf of Casa Mia Montessori School have submitted an application to the Development Assessment Panel (MODAP) for an ‘Educational Establishment (primary)’ at Lot 133 Eveline Road, Viveash.


The lot is zoned ‘Urban’ under the Metropolitan Region Scheme and ‘Residential Development’ with an approved structure plan under the City’s Local Planning Scheme No.17 which designates this land as being suitable for residential development at an R20 density level.


‘Educational Establishment’ is considered a ‘D’ use in a Residential zone, which means that this use is not permitted unless the determining body has exercised its discretion by granting planning approval.


This site is located on the northern perimeter Rivermark Area 3 and is 3,457m2. This project is intended to be staged accordingly:

  • Stage 1 (this proposal) comprises the construction of one (1) 430m2 building and two (2) 200m2 transportable buildings.
  • Stage 2 will consist one (1) additional 280m2 building; and
  • A future Stage 3 planned to ultimately replace the transportable buildings.


The details of the operation of this site will be as follows:

  • Stage 1 will support 75 students from Kindergarten to Year 6, with a long-term projection to increase enrolments to approximately 150 students by 2032.
  • Access will be via Eveline Road with one-way access onto Dabakarn Way.
  • The School office hours are proposed to be between 8:00AM and 4:00PM Monday – Friday, with the school period hours being between 8:30AM and 3:00PM Monday – Friday.
  • This proposal includes 18 parking bays on-site, two (2) of which are ACORD bays, with an additional seven (7) public on-street bays totalling 25 parking bays while acknowledging that these public bays are not necessarily dedicated for this school-site.

This application will be determined by the Metro Outer Development Assessment Panel (MODAP). The role of the City is to prepare a report with a recommendation for this proposal. The City invites you to comment on this proposal, submissions made will be compiled and addressed within the report to the DAP.
