The City of Swan has received a planning application seeking approval for the installation of solar panels at Lot 206 (No.136) Swan Street, Guildford.
The subject lot is not considered contributory to the heritage fabric of the Guildford Historic Township, however, is adjacent to two individually listed items on the State Heritage List, those being the house at 25 Meadow Street and the Stirling Square.
This proposal encompasses:
- The installation of solar panels onto the roof of the existing contemporary dwelling
- Approximately 180 panels are proposed for installation. All mounts and brackets will colour match with the panels.
The development plans indicate that the rear portion of solar panels may – to some extent be visible through specific angles from the Swan Street Road reserve.
While minor, this proposal will therefore vary M8.11.1 of the ‘Guildford Mandoon Heritage Area Policy’ which specifies:
“Solar panels and additions seeking to improve the sustainability of a place shall not be visible or impact upon significant views and vistas”
The associated performance criteria that is applicable to this measure is C8.11.1.1 and C8.11.1.2 which are as follows:
“External fixtures, including satellite dishes, phone, TV and radio antennae, exhaust vents, air conditioning units, flag poles, windmills, solar panels and the like, are sited so that they are not visible from the public realm”.
And
“Sustainable design and addition of sustainable building services are encouraged where they will not impact upon the character of the individual place, the streetscape or significant views and vistas”
Prior to determining this application, the City would like to invite you to review both the plans and the Heritage Impact Statement and provide comment on the proposal.
