The City has received the abovementioned Development Application for consideration. The development proposal is for an Educational Establishment, being Stage 2 of the Al-Ameen College. The DAP considered and approved the first stage of the Al-Ameen College on 26 October 2023, which accommodates 527 students from Kindergarten to Year 6 (DA-390/2023).

Three (3) new two-storey buildings, landscaping and associated site works, comprising:

  • Administration building;
  • Block D (seminar rooms, stores; specialist learning areas, gymnasium, Musallah, canteen and library); and
  • Block E (specialist learning facilities for food technology, metal work, wood work, physics, chemistry, art, information and communications technology and science, technology, engineering and maths).
  • Landscaping will include new paths and forecourts associated with new entries and integration of the existing Stage 1 and proposed Stage 2 areas.

Students and Staff

Stage 2 only

  • Student enrolment: 934
  • Staff projections: ~ 90 FTE

Stage 1 and 2 Combined

  • Total student enrolment: 1,461 students
  • Staff projections: ~ 122 FTE

Hours of Operation

All year groups commence schooling at 8.30am

Staggered finishing times are proposed as follows:

  • Kindergarten and Pre-Primary - 2:00pm
  • Years 1 and 2 - 2:50pm
  • Years 3 to 6 - 3:00pm
  • Years 7 to 12 - 3:30pm

Access

Vehicular access continues via the three crossovers to the Masonry Way frontage which were approved in Stage 1.

Parking

The proposed new additional parking for Stage 2 is as follows:

  • 41 staff only bays in a new parking area south of Block E within an area identified as a temporary car park.
  • 40 staff only bays on the southern and eastern edges of the existing southern Stage 1 car park.
  • 40 staff only bays on the eastern and western sides of the Stage 1 access driveway to the southern car park (this includes accommodating the 20 bays displaced from the northern Stage 1 car park).
  • One (1) additional accessible parking space in the Stage 1 northern car park.
  • Three (3) bus parking bays in the Stage 1 northern car park.

The existing Stage 1 car park, which provides for 154 car parking bays plus queuing spaces for 70 vehicles will accommodate all student pick up and drop off parking requirements.

Bus Service

Al-Ameen College is planning to provide private bus services for students from various catchment areas. The operation of these services will be reviewed and monitored by the school, with routes updated as required to best meet the needs of the student population. These buses are proposed to utilise a new bus embayment proposed within the Stage 1 northern car park (which has already been designed for access by Heavy Rigid Vehicles).


In addition to the proposed development plans, the Development Application includes the following technical appendices and supplementary reports:

  • Planning Report; and Planning Framework Assessment;
  • Landscaping Plan and Concept;
  • Traffic Impact Assessment;
  • Waste Management Plan;
  • Sustainability Strategy Report;
  • Acoustic Report; and
  • Stormwater Plan.


The subject site is zoned ‘General Industrial’ under the City’s Local Planning Scheme No.17. An Educational Establishments is a ‘P’, permitted land use within the General Industrial zone.


Please be advised the City is not the decision-maker for this application and the application will be determined by the Metro Outer Development Assessment Panel (JDAP) due to the value of the proposed works. The City’s role is to provide a recommendation to the JDAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the JDAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views can have the opportunity to form part of the JDAP’s consideration of the proposal.
